The Imperial City went through major changes during development. In an article on the official website, the developers stated that they determined there were too many quests during internal employee playtests: the overall story was difficult to follow, thus the amount of quests available was cut down to seven.

DifferencesEdit

  • The Memorial District was initially called the Market District, as it was called in Oblivion.
  • There were Dark Anchors located in the Market, Nobles, and Arboretum districts.
  • These would apparently be closed by entering a portal to Coldharbour and finding a way to close them.
  • A Dark Anchor would have to be closed before the district would be capturable by the player's alliance. Only the aforementioned districts could be captured.
  • The sewer boss Lady of the Depths was initially named Lady of the Deep.
  • Dredaza the Ringmaster was called The Games Master.
  • The Gray Vipers would have had some sort of presence in the City.

Speaking to them again after accepting the quest:

After the quest:

"Who does that Gryna think she is? Well, she'll never sweep floors in this city again, I promise you!"

Gryna's dialogue:

"This place isn't much, but it's better than living with Holia."

Pierce the VeilEdit

"Indeed, but I've devised a defense, if you would be willing to assist me.
I can cast a spell much like theirs. As long as you avoid detection by the Daedra on this plane, you can pierce the veil and banish the Veilweavers back to Coldharbour."
"Then you know they are formidable spellcasters. In particular, there is a class of Xivkyn known as Veilweavers.
The Veilweavers' magic is so strong they can project themselves here and weaken the moorings of Mundus without even leaving Coldharbour."
"Ah, there you are, my risk-seeking friend. Even when it's been tested before, a spell like this can be unpredictable. I'm glad you didn't get pulled into the Veil yourself.
Tell me though, did the spell work? Were you able to banish the Veilweavers?"
"Remember. You have to remain stealthy for the spell's effects to be active.
Banish a few of the Veilweavers and then return to let me know if it worked."
How did you learn of the Xivkyn on the other side of the veil?
"Don't be a stranger now. If the Veilweavers return, we will have to be ready to do it again. Yes. I'll prepare the spell."

The Drake of Blades would have sent you to speak to a Nord alchemist during a quest.

"Hmph. That skulking Dragonguard witch sent you, didn't she? To the wolves with her!
I told her to get a writ of consent from the Lieutenant, and you know what she said? She told me I looked like a cow."
""Bovine," she says! And then she says all kinds of things about how I should have stuck to hunting, because my fingers are too fat for delicate work. "Look at the wear on your heels" she says, "and your sloppy braids!" Honestly!"

AinenyaEdit

Ainenya and Canuldil were an Altmer couple that lived in the Elven Gardens District. Canuldil died trying to find help, leaving his wife to shelter in their old home. You would find his notes and inform Ainenya of his fate during Bottled Despair.

Speaking to her during or before the quest:

"If you're looking for Canuldil, he's not here. He should be back soon, I think."
"When Canuldil gets back, I'm going to give him a piece of my mind. He's left me alone here for days!"
"Oh. I heard footsteps and thought you might be my husband coming home at last. I hope Canuldil is all right."

Speaking to her after the quest:

"If only Canuldil had stayed home with me, he'd still be alive now."
"Thank you for bringing me Canuldil's note. At least I know what happened.
Don't worry about me. We stocked enough supplies for both of us. With just me, I can hide here for a long time."
"With Canuldil gone, there's nothing to keep me here any longer, aside from the certainty of instant death if I leave the house."

Canuldil was the author of two notes: Canuldil's Plea and Canuldil's Note. The former would have started the related quest.

AishahEdit

Aishah was a female Khajiit who would give the player daily quests. The quest would involve looting former citizens' belongings from the Elven Gardens District in exchange for payment. Before the Planemeld, she was a bailiff with the Imperial City guard. While her resignation letter was cut, a love letter from a roguish Khajiit remains in the final release, however.

Aishah wrote a Letter of Resignation to her former employer.

Aishah is also the name of a deceased Redguard found in Hallin's Stand, but the two characters have no connection.

Speaking to Aishah before completing her quest for the day:

"It is truly tragic what's happened to this city, yes? Aishah thinks so. But – there is no cloud so dark that some light cannot be seen – by those who care to look. One might even find golden opportunities, yes?"

Speaking to Aishah when she doesn't have a quest available for you that day:

"Aishah likes you. And for those she likes, she can always find new opportunities."

Speaking to her after accepting one of her quests:

"Never waste an opportunity, warrior. Aishah does not and you should not either."

Speaking to her upon returning after completing an objective:

"Who would not like a few more coins weighing them down? Aishah, for one."

You can ask Aishah about herself during and after her daily quest. She has additional dialogue for if you've met Ezudash.

"Before the anchors fell? Aishah was an Imperial bailiff. This one was catching criminals, reclaiming stolen goods, this kind of thing. She also had a small business on the side, selling odds and ends, this and that."
Ezudash wanted me to tell you he said "hello."
"Ugh. That flea-bitten stray is still alive? As if Aishah needed another reason to hate the Daedra. They are killing everyone else, why could they not rid us of Ezudash?

Reclaiming the GardensEdit

"Aishah is only stating the obvious. Many homes have been abandoned. Many perfectly usable goods sit inside these homes. Acquiring these goods and selling them to people in need—this is an opportunity, and good for all!"

Flight to FreedomEdit

"Many people are missing, stranded in their homes.
Their families are very desperate. They come to Aishah and they say "please take our gold and help us find our loved ones." How can Aishah refuse such a request?"

She can also mark the houses on your map and give you potions. These will turn the people into torchbugs so they can fly away to safety."

If you speak to her after accepting the quest, she says:

"Remember—find citizens, turn to torchbugs, return to Aishah, collect reward. What could be easier?"

Turning in the quest:

AmbodhelEdit

Ambodhel was an Altmer who would have asked you to help put out fires in the Elven Gardens District.

"You mean … you would be willing to help? Y'ffre's bones! Then yes!
This enchanted crystal can emit a freezing gale, strong enough to put out fires. Take it, please. If you kill the Xivkyn and put out the fires, there may yet be hope."
"You mean … you would be willing to help? Y'ffre's bones! Then yes!

When you return to him after extinguishing enough flames, he'll say:

"Ah, the smell of steam and ash. A strange combination, to be sure, but in this context, I might say it was the scent of victory.
Were you able to extinguish any of the fires?"

Apprentice VeriasaEdit

Apprentice Veriasa—full name Veriasa Curatius—was an apprentice to Shadakul the Necrologist. You would have returned her notes to her during Stitching Flesh.

She is the author of Stitching Flesh, Part 1 and 2. If you spoke to her before returning her journal, she'd greet you with one of the following:

"Who's more mad?
The mage who runs around testing the water while the city's under siege, or the apprentice who follows her?"
"I can't believe this. All the other apprentices from the Mages Guild were told to evacuate the city. But my master has me running around here, testing the damn water!"
"(?)"
Yes. I think I found a book that belongs to you.
"Arkay's foot! I never thought I'd see that again. That's my personal account of the sickening horrors I've been subjected to during my apprenticeship.
I've got some new material to add to it, in fact. Thank you for returning it to me."

After the quest, she'd greet you as follows:

"I'm so glad to have my book back. The question is do I add my new experiences to part two, or do I start in on part three? I'll have to think about it."

Arlowe VettienaEdit

"I suppose I'm just as mad as he is. I struck him down in life. Alas, I cannot do the same in death. So I wander around like a fool, waiting for heroes to give him the business. Then I reward them.
It's only simple coin. I hope that's enough."
"Perhaps. I thought he was nothing more than a myth before I entered the catacombs. But then I heard a voice inside my mind, beckoning me into the depths.
I fled to seek the blessing of the Eight, for without it I know my soul will be forfeit."
"Secundinus … he's mad, you see? Too mad to understand that he should stay dead.

Captain BrocchusEdit

Captain Brocchus was a male Imperial City officer who would presumably appear instead of Captain Ocella to send the player to find Sergeant Ocella if something happened to her, or simply as an alternate method of acquisition.

"We haven't heard from the Imperial troops there. I hope it's only that they're under siege and unable to send word. Would you travel to the Nobles District and find Sergeant Ocella and his troops?"
"Thanks to you, I know that Sergeant Ocella's still alive. Or he was, anyway."

Captain OcellaEdit

Captain Ocella was a female Imperial Legion officer who would send the player to find her brother in the Nobles District. Interestingly, a Centurion Iunius Ocella wrote Cohort Briefing: Arenthia in Reaper's March, suggesting the Ocellas are a military family.

"I sent a squad of troopers there under command of my brother, Sergeant Ocella. If he hasn't gotten them all killed already, they can probably use some help. You interested?"

Captain RaelynnEdit

An officer of either the Ebonheart Pact or Daggerfall Covenant. She's mentioned in a letter from General Aklash to Littorn.

Captain ThorasaEdit

Captain Thorasa was a female Imperial Legion captain leading a squad to capture the Arboretum. One of the alliance's warlords would have tasked players to obtain a status report from her.

Chief Councilor LovidicusEdit

Chief Councilor Lovidicus was an Imperial present in the Arena District, having been captured by Daedra and presently being tortured in the Imperil Arena. His brother, Jagar, would have been trying to help him. He is still mentioned in Minutes of the Elder Council. He now appears as an NPC in Blackwood.

Chief Enginer GelagothEdit

Chief Enginer Gelagoth was a member of the Worm Cult who engaged in correspondence with Overseer Sadrys. He is the author of Anchor Maintenance Notes and a Service Reminder.

Cracked-ScalesEdit

Cracked-Scales was the quest giver for Care Package. She would give you a leather shirt to deliver to her son, Shining-Eyes.

My son, Shining-Eyes, is a member of the Fighters Guild. He is out there even now working to destroy those anchors and save the city. I worry though—he was not adequately prepared for this cold."

"Indeed. He was born on the sunny shores of Archon and his blood runs warm, but I fear his scales may freeze in this climate.
Shining-Eyes hates it when I ask favors, but I must—would you take him this leather shirt in the Market District?"

If you speak to her again, she says:

"Thank you for easing a mother's mind. Shining-Eyes does not like it when I treat him like one fresh-from-the-egg, but it is so cold … he should have carried his shirt with him when he went out."

After you complete the quest, she tells you that Shining-Eyes stopped by to give thanks.

"Shining-Eyes stopped in a little while ago. He actually erected the spine of gratitude for sending the shirt.
They grow to maturity so fast. I remember when he was just a little spotted egg."

"I would like that. This is a bad place to die. I wish to bask again in the sun-blessed waters of Black Marsh before I shed my scales, but Shining-Eyes erects the spine of loyalty for this city.
He insists upon staying here, so I will remain too."

Found in Update 5's lang:

"You're back! What a pleasant surprise. I heard from Shining-Eyes finally. He loved the scarf. I'll knit him another one as soon as I can, even brighter than the first. Thank you for finding him!"

EzudashEdit

 
Ezudash's corpse in the final release

Ezudash used to be involved with a quest: in the final release, his naked corpse can be found littered with arrows next to the bottle of spiced wine he mentioned in his Love Letter to Aishah.

Flore CallaecusEdit

Flore Callaecus was a female Imperial. You would find her beneath a tree in one of the districts. Her brother Justinius was killed in the Temple District: you would have brought their family crest to Flore during Last Request.

Flore? I found your brother's body. He wanted you to have this.
"I warned Justinius to avoid the Temple, but he wanted to retrieve our family crest. And he succeeded, thanks to you. I'll bury it beneath this tree, as a memorial to him.
Take this, for your kindness."

If you speak to Flore after the quest, she would have greeted you in one of three ways:

"Without Justinius, the City is no longer my home. If I could leave, I would."
"This was Justinius's favorite tree, his favorite place in the whole City. His memory will live as long as it does."
"Justinius and I used to play beneath this tree, in happier times."
"Please go. I must mourn my brother."

General DavariusEdit

General Davarius was a commander of Legion Zero. He has written a set of orders to his subordinates.

General Hal-ReiEdit

An Argonian general of the Ebonheart Pact who would have been a point of contact for Dark Anchor dailies.

"Of course.
According to our spies, the city is divided into six different districts: the Market, Arboretum, Elven Gardens, Nobles, Arena, and Temple.
As far as the Pact is concerned, the Market, Nobles District, and Arboretum are the most key."
"That depends on your definition of "intact." Nesh-Tan is certain it is a smoking ruin. But the goods within are likely intact.
My scouts tell me that some members of the city's Fighters Guild refused to evacuate. Brave, but futile I suspect."
"To the Daedra? I cannot be sure. They've taken a keen interest, though. Molag Bal's most dangerous servants stalk those paths.
It makes little difference. A Dark Anchor has fallen there. The Pact will not be turned back by pale-skinned beasts."
"Decadent. Ripe for conquest.
Apparently the city's elite convinced the Legion that protecting the Nobles District was their first priority. What they didn't know was that the Legion was full of half-mad traitors. They will have to be dealt with."
"The Three Banners are vying for control, but in truth, the city still belongs to the Daedra and their lackeys, the Worm Cult and Legion Zero.

"It is always the same with them, isn't it? Sacrificing people, chanting, summoning those little shrieking banekin. They are intolerable. Unfortunately, their bond with the Daedra is very strong here. Too strong to ignore."

They've built portals all over the city and more pour in by the hour. Breaking their anchors may weaken their hold on the city, but only for a time. They always come back. Sithis rejoices at such chaos. Nesh-Tan prefers victory."

Apparently they've suffered a devastating mutiny. I am certain that those who remain loyal to the Empire are doing what they can. But as you know, a single Pact infantryman is worth ten diamond-backs."

General PolliusEdit

General Pollius was a male Imperial Legion officer holed up in a refuge in the Nobles District trying to find the source of Legion Zero's corruption to use as a countermeasure against them.

Idryne SadrysEdit

She is referred to as Overseer Sadrys by the Worm Cult. Priestess Faltonia mentions her in dialogue. She's authored a book.

Jagar LovidicusEdit

Jagar Lovidicus was a male Imperial who would be found in the Arena District, trying to help his brother Councilor Lovidicus, Chief Councilor of the Elder Council, who had been captured by the Daedra and tortured in the arena.

"Apparently the Daedra have captured the head of the Elder Council and are making a spectacle of torturing him in the arena. To help rescue him, I should find Jagar Lovidicus in the Arena District."

Jerensi, an Imperial man who was previously mentioned in Waited as Long as We Could, would have been present. He and his friend Vibius grew up in a small town outside Fort Aleswell, and moved to the City to see new things. His friend, Vibius Generidius, (also mentioned in the letter) was killed by Daedra in the Elven Gardens.

"I grew up in a little village outside Fort Aleswell. I couldn't wait to get away. As soon as my parents would let me—and they weren't at all happy about it—my friend Vibius and I left for the city."
Where's Vibius?
"A scamp in the Elven Gardens burned him to death. Strange, the two things Vibius was most scared of were fire and scamps. He had nightmares about either or both every night. Ironic, eh?"
What will you do now?
"Soon as I get up the courage, I'm going to make a run for it. Try to get out of the city and back to Fort Aleswell and my parents. They'll be happy to see me again, I'm sure. If they're still alive and still in the village."

JhaziranEdit

Jhaziran was a Khajiit merchant who would have asked you to retrieve his goods from the Market District. He apparently supplied the Worm Cult with goods, doing business with a ranking member known as Fleshmender Moradilion. The contract he signed was binding, and infringing upon it put him at risk of running afoul of a specter known as the Bargain Man. The Drake of Blades was involved in this quest. His friends were Nizib and Vilea Inventius.

  • Letter to Jhaziran: A letter addressed to Jhaziran detailing the potentially fatal results of betraying the Worm Cult.
  • Shipping Manifest: A manifest detailing Jhaziran's deliveries to the Worm Cult.

Priestess Faltonia would be sought out in the Temple District after speaking with Priestess Vonele for further information on unholy acts committed by Daedra in the Temple.

Who is Idryne Sadrys?
"She was a temple acolyte once, but a leader in the Worm Cult now. I had forgotten her until she broke in with all those Daedra. Idryne's likely taken steps to ensure her ritual isn't disturbed, sealed the temple's doors and so forth."
Then how do I get in?
"If the main doors are sealed, and I suspect they are, there's only one way in. You'll have to go through the crypts. There's a grate in the plaza near the temple. Once you're in the crypts, it shouldn't be too hard to find the sanctuary."
What's in the crypts?
"Coffins, corpses … what else would you expect? Everyone entombed down there was consecrated, of course, but that hasn't always stopped them from being raised. I'd be careful. Good luck."
Why do you think they're conducting this ritual in the temple?
"I don't know. Perhaps it's the ambience? No. It's because the temple is located at the intersection of Tamriel's strongest Aedric meridians. It's a powerful place, and Idryne Sadrys knows that."

PudaziEdit

Pudazi was a female Khajiit officer of the Aldmeri Dominion present in the Market District refuge. An Aldmeri Dominion player would be tasked with finding the wizard Narnolas and she could be asked his whereabouts. When he is found deceased, the player must return his notes to Pudazi. She appeared to find Narnolas handsome and expressed that she had little time for General Nedras, who she called a "cranky little elf".

"If General Nedras has sent you, this one is sorry to disappoint.
Tell that cranky little elf that Pudazi still has not seen the handsome wizard. Dark moons may have cast a shadow across his path. He may be dead."
Narnolas is dead, but I have his notes.
"Then you have done Pudazi's job for her, yes? Sharp claws, you have. Very sleek.
This one is very grateful. Now the Aldmeri Dominion knows the secrets of these invaders from Coldharbour."

Rayzeeh was a female member of the Fighters Guild who the player would be asked to seek out in order to destroy the Dark Anchor in the Nobles District. In the final release, the Fighters Guild don't have a presence in the Imperial City.

Regulinus BuccoEdit

Regulinus Bucco was a male Imperial found in the Fighters Guild hideout whose "medicine" had gone missing in the Market District. He would give a quest to recover it. Presumably from the italics around 'medicine', you were actually recovering an illicit substance for him. A book confirms this substance to be skooma.

What's wrong with you?
"Well, I'm sick! Can't you tell? Look at these bags under my eyes! I can't sleep. I cough like a choked frog, I've got chills, my teeth hurt …. I've got a giant boil on my bum. Gods know what that's about. It's a nightmare!"
And your children have the same illness?
"Children? Who said anything about—oh, right! Yes … children.
All of them have it. All eleven of them. I've been nursing them, but I had to go out to look for the medicine. Poor little Quintus, he's got it the worst. You will help him, right?"

Severianus was a debt collector who would have been located inside the Ebonheart Pact Base. He served as a quest giver for the Pact's version of Going to Market.

Simplicia Nivianus was an Imperial high priestess located in the Temple District refuge. She would give a daily quest to disrupt a Daedric ritual inside the Temple of the Divines.

There is also a letter written by her entitled On Valerianus Lentinus that was removed in the One Tamriel update.

An NPC would have directed you to speak with her.

"I'll say. So many damn Daedra already here, I can't imagine who or what remains in Coldharbour to be summoned, but I don't want to find out.
Talk to the High Priestess, Simplicia, at the temple refuge. She knows more than I do."

Hall Steward Kerennia was a female hall steward of the Fighters Guild located in their hideout that would give out repeatable quests. One of the quests would have tasked the player with collecting "dreadshards" from Worm Cultists in the Market District who were using them to enhance their spellpower. According to her, the dreadshards hummed like "bees and rusty chains". Another quest involved collecting clannfear heads.

Tapak was a Khajiit daily quest giver who would have had you find patrol papers.

Vorias Ahalaz was an Imperial girl located in the Elven Gardens refuge who would give out a daily quest to kill the Daedra called Scarhea. Both Vorias and Scarhea were cut.

On the Xivkyn's body, you find an old ragged doll with the names "Rabe-ma" and "Zatabi" written on a thin leather collar.

Zoragag gro-GoldfollyEdit

Zoragag gro-Goldfolly was an Orc affiliated with the clan at Goldfolly. He asks you to destroy his uncle, Otholug, who is leading an army of vampires in the Imperial Sewers. He has authored a letter, and is affiliated with the quest Blood Brother.

If you accept the quest from him, he'll greet you with one of the following:

"Evil has befalled [sic] my clan, warrior, brought about by a clan-brother I once loved."
"Greetings, warrior. You see before you a disheartened Orc. I seek my clan-brother, who betrayed our clan."
"Do the City's sewers never end? I have wandered them for days, never finding my quarry.
I seek my clan-brother."
"Blood and steel, warrior. Did you come from the sewers?
I hope you don't mind me asking, did you see a vampire down there? I am sad to say … he is my clan brother … or was."
'
"My clan brother … Otholug. It's my duty to see him slain.
He was obsessed with becoming a stronger warrior. He infected himself with Sanguinaire Vampiris and turned on us. He killed many clan members."
So this vampire is now in the Imperial Sewers?
"Yes. I tracked Otholug down there, but terrible things blocked my way. I can go no further.
If you are as formidable as you look, perhaps you can find Otholug and end this for me. For one such as him, there can be no redemption."

The Imperial City suits them perfectly. So much death here, they've indulged their hunger without restraint."

Does this have anything to do with Goldfolly? / You and Ortholug [sic] come from Goldfolly?
"Yes. Though we still call it Faltonia's Promise. Our clan worked that mine until it profited. It's a point of pride for our us. I believe it will flourish again in time.
How do you know that name?"
I defeated the vampire lord at Goldfolly.
"Then you know what you're up against with Otholug. I am honored to have your assistance.
Perhaps someday, when we are at peace, we can share war stories and a jug or two of Ungorth."

You could also accept the quest by killing Otholug before ever meeting Zoragag, then interacting with Zoragag's letter in your inventory once you looted it off Otholug's corpse.
