I found a notice on the Hunting Board offering a reward to anyone who stops the Lady of the Deep from cocooning more victims in the sewers.

Pinned to the board is a notice from Quartermaster Shugabakh: "The so-called Lady of the Deep is once again spinning cocoons in the sewers. General Nesh-Tan has called for this spider Daedra's banishment; see me for a reward when it's done." - Shugabakh	Pinned to the board is a notice from Quartermaster Laerryll: "The so-called Lady of the Deep is once again spinning cocoons in the sewers. General Nedras has called for this spider Daedra's banishment; see me for a reward when it's done." - Laerryll	Pinned to the board is a notice from Quartermaster Littorn: "The so-called Lady of the Deep is once again spinning cocoons in the sewers. General Aklash has called for this spider Daedra's banishment; see me for a reward when it's done." - Littorn

You would travel to the Weaver's Nest in the Aldmeri Dominion side of the sewers and kill the Lady of the Deep. Once that's done, you'd need to speak with the Quartermaster in your Alliance Base.

"You got something for me?" I killed the Lady of the Deep. "The last time I fought that spider Daedra, my axe bounced off her head. She's a tough one. Good that you didn't have that trouble. Here's your reward."	"Seems like everyone's been killing Daedra today. What about you?" I killed the Lady of the Deep. "Ah, the Lady of the Deep. How'd you like her dagger-sharp legs? Last time I fought her, she slashed me in the face. You deserve this reward just for surviving."	"You seem happy to see me. Doubtless it's my sunny personality and stunning good looks." I killed the Lady of the Deep. "That spider Daedra? Let's see … yes, there's a reward for her. So she won't be cocooning any more victims for a little while yet, eh? That's good to know. And here's your reward."
