Khal H. Hughez is a mysterious figure that can be found looking through a backpack as part of a random encounter in set locations during the Witches Festival. He is about the same size as a male Bosmer, but he may be more than what he appears (see note below).

DialogueEdit

As you approach him he will say one of the following:

Khal H. Hughez: "I know the perfect place to display this treasure. Yes."
Khal H. Hughez: "Very Nice. Nothing that won't be missed, of course. Heh heh heh."
Khal H. Hughez: "A decent haul for one day, I have to say."

When you speak to him:

"Well, You've caught me appreciating today's take. Not that that's a bad thing, mind you. I'm quite proud of my work."
You're a thief.
"You could say that. But what better time for it? A mask would normally give me away, but with all the other revelers celebrating the festival, I fit right in.
I'd give you a deal on something, but these trinkets are for my personal collection."
You collect stolen items?
"I do indeed. But for me, sentimental value is the measure of something's true worth.
I have quite the collection of macabre items, mementos of a festival that has treated me oh-so well. You'd be impressed."
You mean the Witches Festival? It does bring out the macabre.
"With all the masks, you're never sure who you are talking to. Feel free to tell others of our little chat. This time of year, I'm sure no one would be surprised.
Take care. I'll be seeing you."

Getting to the FinaleEdit

If you encounter Priestess Noebelle as a random encounter, you have the chance to tell her your fear of either vampires, werewolves, or skeletons, to which you will hear a maniacal laugh and the Hollowjack Haunted debuff will be applied to you. This will cause portals from Detritus to then spawn enemies that match your fear. Khal H. Hughez will no longer spawn for you unless the fear debuff (which lasts for 24 hours) runs out or you cleanse it by telling Priestess Noebelle that you fear nothing the next time you encounter her. The exception to this is if a nearby player causes him to spawn: you can then interact with him regardless of your fearful status. Similarly, you can interact with portals tailored to a fear different from your own due to the presence of other players.

Getting to the finale requires you to meet several criteria (in no particular order). You must acquire the Old Silver Fork from a Chest of Fear (which spawns after you've dispersed a portal from Detritus) and give it to Crafter Skaldolf. You must also give the Cat-Shaped Ward from the Festive Witch encounter to Witch-Killer Caurdreth, and the Worn Child's Doll from The Weeper to Mother Semuzi. Once you've completed all three tasks, a Hollowjack Chest containing a Skull Relic has a chance to spawn.

If you have the Skull Relic in your inventory when you next interact with him you'll have the option to show it to him during your conversation:

Anything like this skull relic I found?
"Yes, that's mine. A lot of my things end up on Nirn around this time. I'll have that back now.
I should be unhappy with you. The fork and the doll are rightfully mine. Still, that cat-shaped ward did track down that murderer. So call us even."

Khal H. Hughez will then stun you with a debuff Fear Illusion, saying:

Khal H. Hughez: "And there it is. The shiver along the spine. The sweet antidote to courage. The idea of breaking you interests me. I welcome the challenge. Remember, I'll be watching. Always."

You will then hear the same laugh you hear when you receive the Hollowjack Haunted debuff from Priestess Noebelle, and Khal H. Hughez will disappear into a fire.

Future encounters with Khal H. Hughez will not be limited by the Hollowjack Haunted debuff. Anytime you encounter him again, he will bow to you before summoning a portal into Detritus, which is guarded by two Pumpkin Spectres who kneel as he enters. You will hear his cackle as the portal vanishes.
