Solitude Outlaws Refuge

Solitude Outlaws Refuge is an outlaws refuge beneath Solitude. The entrance that lies within the city can be found in the graveyard near the Hall of the Dead. The entrance outside the city can be found beneath an overhang between the Western Skyrim Docks and the Great Arch.

Entrance outside the city

A chest can be found on the overhang above the outer entrance. A thieves trove can be found northwest of the entrance, sitting against the wall. A copy of Investigator Vale and the Sober Nord can be found on the lower floor, to the west.

Remains-Silent can be found in two locations within the refuge: she is leaning against the wall downstairs, and can be found near a giant-sized training dummy on the upper floor.
