"Your long vigil is over. It's time to come home. Cease your banditry and murder of Orc travelers."
I found a letter from High-King Emeric offering amnesty to the bandits who reside in the ruins of Watcher's Hold. The royal messenger also brought a chest of gold as a sign of the king's good faith.

Find the Letter of AmnestyEdit

While exploring the depths of Watcher's Hold, you will find a little camp set up in the northwest corner of the hold's most rectangular chamber. After cutting through the Pale Watch clan members that have made the hold their home, you will find a letter, Offer of Amnesty, sitting on a round table in the back. There are several pages to the letter; it mentions the King's alliance with the Orc, and grants the hold's occupants amnesty, so long as they cease the slaying of Orc travelers.

There are two locations you may find a messenger:

  1. In the raised area east of the camp, you will find a second letter. This one, unfortunately, paints a different picture, where its author mentions the royal messenger's demise to a troll and disbelieves the High-King's alliance. After reading it, a Gargoyle appears, prompting you to either kill it or flee.[verification needed — see talk page]
  2. To the west there is another area to search for the messenger. You can access this area by either heading north, dropping down through a hole in the delve floor and heading west then south, or you can backtrack towards the entrance and head west, then north up the curving stairs to a platform. When you enter the cave passage you will find the messenge's body on the ground. Examine the body and find the letter that was to be delivered.

Sergeant Oufta

Travel to Orsinium and find Sergeant Oufa. She is on the north side just west of the Orsinium Castle on a platform. Tell her you found the royal messenger dead inside the delve. She interprets this to mean that the bandits killed the messenger to send a response that they reject the king's offer of amnesty.
