Mercenary Merchants were vendors found at each of the Border Keeps in Cyrodiil who allowed you to purchase mercenary contracts to hire specialized soldiers to guard the keep of your choice. The keep must have been one controlled by your Alliance and not under siege. It was possible to hire warrior or mage mercenaries, both of which were tougher than the default guards found at keeps. Payment was made with Alliance Points rather than standard gold.
They were removed in a Hotfix on June 3rd of 2014.
