Mercenary Contracts could be purchased from mercenary merchants in Cyrodiil. When used, they summoned a temporary mercenary NPC to guard a siege point at a keep. The merchants were removed by a hotfix due to several bugs and exploits, but the contracts themselves can still be traded and used.
