The Exarchs of Dross is a feudal court of talking crows from the Evergloam that serve Nocturnal. They are rivals of the Blackfeather Court, who consider them spies and traitors, and view their loyalty to Nocturnal as misplaced. They are led by the Queen of Chaff.
