Three-Eyes is an Argonian pawnbroker operating secretively out of Angunas' store. He has a great deal more money available for buying with than Angunas, although insists on dealing only with professionals. You may prove one or otherwise during his associated Thieves Guild quests, where it is possible to cheat Three-Eyes out of a large cut of an artifact sale. If he realises your action, Three-Eyes will refuse to deal with you until the debt is paid.
Nonetheless, the Argonian does prove a useful contact with respect to the jobs he receives from one Vermilius Vendicci, a nobleman with a manor in Andothren believed to be connected to the Camonna Tong.
