The Staff of Ehlno Ede is an ancient Ayleid staff bearing a unique enchantment that attacks health, magicka, and stamina simultaneously. It is wielded by the undead Ayleid Lich Norion the Undying, and he uses it against you with impunity after you disturb his rest in Rielle Crypt during the quest The Cause. Once he is defeated, the staff is yours to claim.
