Starting the EventEdit

You first need to acquire the free Jester's Festival Invitation Scroll from the Crown Store. Read the scroll, found in your inventory in the Miscellaneous section (on PC) or the Supplies section (on console), to start the quest:

"By decree of your most majestic majesties,
From the depths of their magnificent magnanimity,
Today begins a rule of foolishness and frivolities!
Abolished are concerns of toil, tax, and responsibility,
For this silly season of winsome glee!"
"Show your appreciation or your arse to our generous rulers as they regale their subjects with their regality. Pranks, performances, and potables on offer in Daggerfall, Ebonheart, and Vulkhel Guard."
"Come one, come all, to the Festival of Fools!"
I should see what this is all about.

Alternatively, you can go directly to the specified locations: Ebonheart, Vulkhel Guard, or Daggerfall, and locate the Jester's Festival stage. Once there, talk to the festival rulers. Depending on which city you have gone to, one of them will complete the quest.

Jester King Jorunn (Ebonheart):

"You stand before Jorunn, Skald-King! Do not be shaken by this one's presents. Only cowherds and concealers of fowl coops have reason to fear Jorunn's hugieness! Join us in inebriating this momental day!"
What are we celebrating?
"Time-honored Nord traditions! Fighting, food, foolishness and fortification …! Fun? Close enough. Sometimes Jorunn has trouble wrestling all the great words he knows. When it is Jester's Day, everyone is a child of Skyrim!"
What is Jester's Day?
"It is the Festival of Fools! Where fools are noble, and nobles are themselves! Jorunn always believes in leading by example! When you see this one enjoying himself to fullness, are you not inspired to do the same?"
How do I join in?
"Anyway you can, so long as someone is laughing! Jorunn suggests you prance, dance, and sing before your king! Or do you seek to raise a toast and boast your deeds at my royal roast?"

Jester Queen Ayrenn (Vulkhel Guard):

"Oh, another doting vassal! I simply am the most adored creature in the world, aren't I? But it is my burden to bear. You no doubt want to thank me for this wondrous celebration. Very thoughtful. Thank away."
Thank you, but what are we celebrating?
"Oh my! An innocence to rival my own! You are so fortunate to learn of the Jester's Festival from someone virtuous as I, and not a cad like Emeric! Here we put aside decorum to embrace whimsy … and mischief!"
Whimsy and mischief?
"The Festival of Fools is overflowing with all sorts of droll entertainment! You know, pranks and gags and silly games. Uncomplicated peasant things! I do so prefer my thinking uncomplicated."
How do I join in?
"Oh goodie! I'm so glad I've piqued your interest! Now, how best to have you serve your Queen … I know!"

Jester King Emeric (Daggerfall):

"I don't believe we've had the pleasure, I'd certainly remember a striking figure such as yourself. Why don't you make yourself comfortable? The celebration's just getting started, you know?"
What are we celebrating?
"Well, if you must know, it's a celebration in honor of my rival rulers: the Festival of Fools! Daggerfall is a center of cultural exchange, even backward silly idiot culture. It'll all be quite fun, I assure you."
What sort of fun?
"The Jester's Festival has something for everyone! Barbaric mud fights, Elven prancing, cavorting and carousing like heathens. I'm partial to it, really, just don't tell my wife."
How do I join in?
"If you stripped to your small clothes and paraded through town, I'd call it a good start!"

Each Jester will then offer a repeatable quest to celebrate the Jester's Festival. All three quests can be completed daily during the festival:
