Alliance Quartermasters are generic vendors in Cyrodiil that function as Siege Merchants and Guild Traders. Additionally, they allow you to inspect Keeps, claim Keeps for a player guild, and give access to Guild stores at claimed, Alliance-owned Keeps and Resources. Quartermasters can also be found at individial Resources (farms, lumbermills, and mines) and will allow you to claim that resource.
Claiming a Quartermaster requires specific Guild permissions and can only be done if the guild's Alliance corresponds to the character trying to claim the Quartermaster.
