Detailed WalkthroughEdit
Speaking to Banvira Auctoria on the completion of Kill Shalath Abkala will reveal that the Arch-Mage Gindaman has requested your assistance. She will give you the Geth Sigil Amulet of Entry, which will allow you to bypass the blue floating ward barring the way to his quarters (see Bugs if this does not work).
Enter Gindaman's quarters and speak to him about duties while at the rank of Warlock or above. Gindaman will ask you to retrieve the Scroll of Forbidden Domination from an enchantress named Ostrala Rouillac, who resides within the Velothi Mountains. He'll suggest that you pick up her trail by speaking to a scout, Derana Galvith, in the mountain settlement of Uman.
Getting to UmanEdit
It's a long way to Uman, and you'll likely prefer to cut some of the distance via use of fast travel, if you can afford it. Boat or guild guide to Helnim, then a boat to Darvonis, and finally Old Ebonheart will cut two-thirds of the trip off. From there, either walk or take a further boat/guild guide to Andothren, followed by a silt strider to Omaynis, then Bodrum. The paved road leaving Bodrum in a roughly southwesterly direction is the one to follow. It'll eventually wind down a steep slope into the Armun Ashlands, passed the Dwemer ruin of Mvelthngth-Schel. Continue following the cobbled section, over a rockslide, and deep into the Ashlands until you find a signposted junction to Uman. From there, follow the signs until you reach the sleepy Redoran village.
Finding OstralaEdit
The scout, Derana Galvith, can be found in her house in Uman. Speak to her about Ostrala Rouillac. She'll direct you to the tower of Hasarund, near the source of the Pryai River to your north - check your map to see the river, as the tower very nearly stands upon said source.
Enter the tower. Hostile Daedra guard the interior. You need to make your way to the top and speak to Ostrala, defeating the Daedra as you go. She knows why you've come, but will not part with the Scroll of Forbidden Domination until you do her a boon - the capture of the soul of the goblin Warchief Urak in the cavern of Kharom. This represents a detour into one of the largest and most dangerous dungeons in Tamriel Rebuilt, and if you do not wish to take it, killing Ostrala and taking the scroll from her body is by far the easier option.
KharomEdit
If you do fancy a detour however (and have a soul trap spell and large soul gem to spare), leave Hasarund, and proceed along the mountain path running to the south/southwest, taking the left at the fork, along a path that winds down the mountainside, with the Dwemer ruin of Hendor-Stardumz looming in the distance. The entrance to Kharom is just across a broken rope bridge, and is guarded by goblins. It's the soul of their chief that you require.
The goblins pack quite a punch, and Kharom is a vast cavern complex. Warchief Urak itself dwells in the highest chamber of the 'Kharom, Forges' section. This is accessible from 'Kharom, Burrows', which can be reached from 'Kharom, Mines', or 'Kharom, Deep Cavern'. In general, keep going up - Urak is at the highest part of all Kharom. Be sure to soul trap it before killing it, and then return with the soul to Ostrala Rouillac, who will fulfil her end of your bargain.
Reporting BackEdit
With the Scroll of Forbidden Domination now in your possession, return to Gindaman, who will teach you a spell to fortify your Conjuration, as a reward.
BugsEdit
There is a bug of unknown cause where the ward barring the way to Gindaman's office can be rendered impassable, even with the amulet of entry. If this occurs, open the console with `, and enter tcl to toggle collision off. This will allow you to pass through the ward. Enter tcl again to toggle collision on and walk back through the ward into the corridor. This will render it passable permanently, and you should not need the console again.

This powerful scroll is apparently quite rare, but according to Gindaman, there is one in the possession of a reclusive enchantress named Ostrala Roullliac somewhere in the Velothi Mountains. The Arch-Mage recommended that I speak with a scout in the village of Uman named Derana Galvith for assistance locating this solitary mystic. | |
