Detailed WalkthroughEdit
While Tarom is satisfied with your performance within the walls of Firewatch, the Imperial Cult has interests further afield, in chapels long lost. If asked about an errand following completion of Render Unto Tiber, he will request your assistance in recovering the Ring of Respite. He has quite the history lesson to give about Imperial activities in House Telvanni lands.
"Over a century ago, word of the failed Akaviri expedition reached Firewatch. Fearing retaliation, the Imperial Navy constructed three keeps on Morrowind's eastern shores: Icebreaker, still operative in Nivalis on Althoa; Wavebreaker, decaying on a storm-tossed rock south of Necrom; and Windbreaker, lying abandoned on the island of Moburan, far to the east of Helnim. You see, the feared invasion never came, and as the keeps were abandoned, so too were many relics of importance to the cult. Which brings me to the Ring of Respite. Through my research, I believe I have found its last attested location in Windbreaker Keep, where it was held at the chapel. Though many artifacts may have been lost in the intervening years, something as small as the Ring may have been overlooked. I want you to go to Windbreaker, and find that ring. It is a gold band, with a red gemstone. And prepare yourself well. There is no telling what dangers may lurk in that abandoned place."
Windbreaker Keep is therefore your destination. It's a long way to the southeast of Firewatch, upon an island in the Padomaic Ocean (check your map). To make matters worse, the fast travel routes are fragmentary, and the keep is far from most fast travel destinations, with the nearest being Ranyon-ruhn, Alt Bosara or Gah Sadrith.
Once you do get there however, you will find the broken gatehouse manned by fisherfolk, while smugglers have set up shop in a separate part of the inner ruins. Asking the fisherfolk about Ring of Respite will see them name one of the smugglers as the likely holder - some will identify him as Derroltane, the leader.
If you like, speak to Nalen Amhadubbi, who will tell you about an ebony shipment that the smugglers are expecting. When entering the room containing them (assuming they have 50+ disposition towards you), you can use this excuse to be allowed through without beginning combat. Alternatively, you will need to fight your way through the smugglers and kill Derroltane.
If you choose to use the ebony excuse, the smugglers will allow you through without a fight. Derroltane is up the spiral staircase, with a bodyguard. You cannot actually persuade him to give up the ring peacefully, and so will have to fight him here, and take the ring from his corpse.
Return to Tarom once you have the ring for high praise, and your reward.
