Heretics are those opposed to Sheogorath and wish to see him dethroned. Therefore, they are enemies of the law and must live in rural areas. Heretics make camp on the Mania side of the Isles, but can also be found in various ruins, as summarized at Heretic Dungeons. Like everything else in the Isles, they have an opposite of equal status to them: the Zealots of Dementia.
OverviewEdit
Heretics usually rely on Conjuration spells, similar to the Zealots of Dementia. They also use Destruction spells and some Restoration. They tend to use Blunt weapons rather than Blades.
There are eight different varieties of Heretic: Heretic Crusader, Heretic Witch, Heretic Lackey, Heretic Novitiate, Heretic Soldier, Heretic Warpriest, Heretic Watchman and Transformed Heretic.
It is possible for the player to disguise themself as a Heretic if wearing both their robes and hoods in order to deceive other Heretics. This works only at a distance, and if the player gets too close they will see through the disguise and attack.
Leveled ListEdit
The following table lists only standard Heretics, i.e., those that are generated from standard Leveled Lists. This includes the vast majority of Heretics encountered during the game.
- The level provided for each creature in the Lvl column is the typical level at which the variety is first encountered.
- Bosses are always male and have a chance of carrying an enchanted weapon from level 4 and a generic staff at level 5 and from level 21 (see Bugs).
The following table summarizes the vast majority of the leveled lists that are used to generate standard Heretics. There are some dungeon-specific Heretics that are not covered by this table. See Leveled Lists for details on how these lists are used to determine the probabilities of individual creatures/varieties appearing.

SpellsEdit
All Heretics have a special Heretic Birthsign that provides them with the following permanent bonus:
- Fortify Magicka 50 pts
They also have a Firm Beliefs lesser power:
- Dispel 300 pts on self
- The Heretic AI is scripted to dispel any mind-affecting effect affecting them. Because this behavior is scripted, they will dispel even disabling effects like Calm and Demoralize that technically should actually prevent them from taking any action. The only solution is to use spells that exceed the magnitude that can be dispelled by the Dispel power they utilize.
In addition, all Heretics have a set of leveled Heretic Spells. In each case, the effect is randomly determined from the following list; the strength of the spell is randomly determined based on the Heretic's skill level (also for bosses). The possible effects for each school are:
- 1 Major Alteration spell, up to Master-level
- 1 Major Destruction spell, up to Master-level
- 1 Minor Destruction spell, up to Apprentice-level
- 1 Major Restoration spell, up to Master-level
- 1 Major Summon Hunger spell, up to Master-level
"Boss" Heretics have an identical spell set to regular Heretics with the exception of a higher-level Summon Hunger spell (always strongest possible for their skill level).

Level: This is the NPC's level relative to your character.
Inventory:
- All items without a percentage next to them are guaranteed to be present on an NPC (although some items, such as potions or poisons could be used before you get a chance to loot them). Healing potions are always strongest for their level.
- Items with a percentage will only appear randomly.
- The quality of the War Axe/Blunt weapon is determined by the Weapons Leveled List; for staves see Generic Staves.
NotesEdit
- There are semi-rare instances when a Heretic won't be hostile towards you, such as after having completed the Knights of the Nine questline they may only remark "You're the Divine Crusader!" and let that be the end of it.
- The Arch-Mages Robe is identical to the robes worn by the Heretics, but does not provide the same camouflage effect.

BugsEdit
- The Transformed Heretics bosses have something of a mismatch between their skills and spells. As a result of their Heretic class, they do not have either Alteration or Destruction as major skills. Due to this and the NPC skill leveling mechanism, they are only be able to cast Novice-level spells, even at higher levels. Since all spells in the Alteration leveled list and in the major Destruction leveled list are at least Apprentice-level, they can never cast any of these. They can cast Restoration and Summon Hunger spells until Expert level at higher levels.
- The Unofficial Shivering Isles Patch, version 1.5.5, addresses this issue. The class is changed to Heretic Mage
- The Heretic Soldier, Crusader and Warpriest bosses do not have a chance of carrying a staff, whereas the lower-level Heretic Novitiate bosses and higher-level Transformed Heretic bosses do. All bosses should have a chance of carrying one. It is presumed this is a listing error.
- The standard Heretic Crusader and Warpriest variations have a chance of carrying a staff, whereas all other standard Heretic variations do not. It is presumed this is a listing error.
