Wield Soul is a Scribed skill Grimoire, on the Soul Magic skill line. It is given away for free by completing The Second Era of Scribing, the first quest in the Scribing quest line. The name of the scribed skill changes depending upon your choice of Focus Script.

Script Effects
  Anchorite's Cruelty Consumes a Soul Gem to deal 1.5% of the enemy's Max Health as Oblivion Damage every 1 second for 5 seconds, up to a maximum of 1500 damage. Deals up to 100% more damage to enemies under 50% Health and can occur once every 5 seconds.
Incompatible with Warding Soul and Healing Soul
  Anchorite's Potency Consumes a Soul Gem to generate 4 Ultimate, up to once every 5 seconds.

  Druid's Resurgence Restores 1000 Magicka and 1000 Stamina.
  Lingering Torment Deals 4665 Magic Damage over 10 seconds to the enemy.

  Sage's Remedy Heals for 3815 Health over 10 seconds.

  Breach Afflicts the enemy with Major Breach for 10 seconds, reducing Physical and Spell Resistance by 5984.

  Brutality and Sorcery Grants Major Brutality and Major Sorcery for 10 seconds, increasing Weapon and Spell Damage by 20%.
  Cowardice Afflicts the enemy with Major Cowardice for 10 seconds, reducing Weapon and Spell Damage by 430.
Incompatible with Warding Soul and Healing Soul
  Defile Afflicts the enemy with Major Defile, which reduces healing received and damage shield strength by 12% for 10 seconds.
Incompatible with Warding Soul and Healing Soul
  Empower Grants Empower for 10 seconds, increasing the damage of Heavy Attacks against monsters by 70%.
  Intellect and Endurance Grants Major Intellect and Major Endurance, increasing Magicka and Stamina Recovery by 30% for 10 seconds.
  Resolve Grants Major Resolve for 10 seconds, increasing Physical and Spell Resistance by 5984.
  Vitality Grants Major Vitality for 10 seconds, icnreasing healing received and damage shield strength by 12%.
