Thugs are Orcs who can be found alongside Ugurz in an open storage building in the eastern part of the Wayrest docks (south of the Chironasium).
If you are unable to persuade Ugurz during The Debt Collector's Debts, one of the thugs will turn hostile and attack. The thug will stop the fight before you can kill him however.

Dead Thugs are Khajiit who lie near the corpses of Hired Guides. They were hired from the Stitches to bring Captain Saulinia's assassination squad to the old shrine in the Scar. Once they found the shrine, they were murdered.
