While wandering around Solitude, you may come across a notice detailing a job offer. Western Skyrim is plagued by innumerable troubles, and contract work to deal with the roiling tides is available. The pamphlet says that those seeking work should speak with Silgrett the Moneylender. Silgrett is near the Solitude Wayshrine. She tells you about the kind of work that is available and those who give out said jobs, then gives you a small sum of gold to encourage you to seek them out.
