Quick WalkthroughEdit

  1. Examine the Scouting Board.
  2. Use the ladder-works in the Alliance Base to reach the Elven Gardens District.
  3. Raise the Alliance Banner at the rally point.

Detailed WalkthroughEdit

Accept the quest from the scouting board in your alliance base and find the ladder that leads to the Elven Gardens. Once you are in the city proper, look for the flag post on the roof near the trap door you just exited. Initially it will be a blank white flag, but interacting with it will raise the flag of your alliance in its place, completing the quest.
