Helthar is a Nord who can be found guarding a chest in Headman Bhosek's Palace in Port Hunding. You must get past him in order to retrieve the documents he is guarding.

If you accepted Neramo's assistance and used the device from Clanker on the guard, he'll become incapacitated and writhe on the floor.
If instead you declined the Altmer's assistance, you can try to speak to the guard, but he'll brush you off.
- "Go. Leave Helthar alone."
After talking to Dorodir, you'll find out that he's terrified of fire. As soon as you light a brazier behind the throne, Helthar will start screaming and running around the palace:
- Helthar: "Smoke? Why does Helthar smell smoke?"
- Helthar: "Fire! There's fire there!"
- Helthar: "Fire bad! Gah!"
Helthar will then run out of the palace never to be seen again.
