Fortune's Bluff is a landmark that has been affected by a crystalline Daedric growth. It is also the location of the World Boss Hessedaz the Baleful. The area is also surrounded by sentry spheres from the Mages Guild which need to be regularly charged.
If you enter the area of influence of the Daedric incursion, you will notice what appears to be cracks in the sky.
