Elden Root Outlaws Refuge is an outlaws hideout situated beneath Elden Root.
The refuge is set up in an ancient ruin. One of the trap doors can be found underneath Outside Inn. Another entrance is hidden behind the Altmer Embassy.
A heist plan can be found in a tent near Laetitia Serre. A threatening letter addressed to Badali lies on the ground behind her.
