The Old Fortress Ruins is an old fort ruin across the Niben Bay from Bravil, not far south of Morahame, along the Yellow Road. The exterior consists of a pair of towers and a dock along the Panther River; a ladder serves as a makeshift staircase into one tower, where the base is located.

You cannot enter this dungeon until you acquire the key, which is held by the bandit ringleader in Skirmisher's Cave. Before that, the main entrance will be locked ("requires a key").

Zone 1: Old Fortress RuinsEdit
The base is little more than a rough, partially flooded passage lined with stone. It leads straight back to a single room with half a dozen bunks and the bandit leader; three more bandits are placed along the tunnel. Aside from the bandits' loot, the only item of interest here is a small coffer on the table, which contains a note that speaks of a spy in the Bravil Mages Guild (see The Power of Magic).
