Thromil Rufus is a Wood Elf Knight and the commander of the Imperial Legion garrison in Firewatch. He presides over a garrison with a poor reputation for dishonesty and corruption, to the point where the Fighters Guild has the better reputation for reliability.
It appears that Thromil is largely responsible for this corruption - he reminisces of a time during the Imperial Simulacrum, where the Order of Firewatch and his previous superiors "rode down to Nivalis, with glory in mind, charging with the Duchess into their graves", and speaks of them largely with contempt. He describes the period that followed with fonder tones:
"A bountiful time for the garrison. After those fools in the Order and the rest of the old guard died with the Duchess, my superior and I became the only power in Firewatch. For a year, our men lived like kings. But, of course, it could not last. The commoners and clergy were in constant revolt. My old commander was blind to it. Complacent. So I struck a deal with the Theurgist, ceded power to him for the rest of the simulacrum. But one day, we'll have that power again."- Thromil, on the Simulacrum
Thromil now oversees a skooma and moon sugar smuggling ring, ably assisted by his crony, Vycius Pitio. As a member of the Legion, he embroils you in his schemes - in both Traitor in Onimushili and Confrontation at Pahunsabi he is concerned about silencing individuals who know too much, or pose a threat to him. Such people include the cultist legionnaire Olfin gro-Boglar, and vitally, the city's Champion, the Redguard Darnell. His other quests concern securing his hold on power - defeating a challenger to his 'honor' in Death or Dishonor, or writing to the Imperial Navy commodore, Tibera Rone, in Nivalis, hoping to convince her of his honesty in Shipment to Nivalis. A final example is Thromil's attempt to recruit a strong warrior, Arlo Ajaxus, to bolster his men in The Templar's Trifles. For as Thromil sees it, trouble is nearing on the horizon, and he intends to come through unscathed:
"I'm no fool. I saw the Simulacrum. As soon as the Emperor keels over, we're all on our own out east. That means you too, %PCName. But people like you and me, we can survive it if we play our cards right. If we just keep our power in Firewatch, and keep the damn wizards at bay, we'll live. And we'll live comfortably, too. If that's what you want for yourself, then stick with me." - Thromil, on Unrest in Cyrodiil City
