Sathes Barnalo is a Dark Elf Commoner troubled by strange dreams. He is barely coherent prior to the completion of Morrowind's main quest, but will regain some of his old self after the defeat of Dagoth Ur. If this is the case, then during the events of The Missing Merchant, where local trader Gavros Falas goes missing, Sathes has a confession to make:
"Murdered, you say? Yes, I... I remember. I'm sorry, outlander, but many did not know what they did. For so long I have dreamed. There were flashes sometimes, insights. My own, maybe? Or that of my brethren, or my lord? ...It does not matter, for he is dead now. You may find the outlander in the cave by going to the island east of this city. Please, don't tell anyone of my indiscretions. They are not the fault of any but the Mad Lord under Red Mountain, and he is no more."

- Sathes' incoherence only begins on the beginning of The Missing Merchant (assuming Dagoth Ur has not been defeated) and prior to this seems reasonably sane, complaining only of being "quite tired lately".
