Quick WalkthroughEdit

1. In the Harbor Offices talk to the Indoril oathmen, Rother Nerevyn about "Imperial bureaucracy".
2. Speak with the clerk in the room nearby about the confiscated cargo.
3. Watch as the oathman tries to beat the Imperial guard.
4. Talk to Ragosh gro-Mathog about the extra bottles of Mazte.
5. Drink the bottles with the orc, or simply steal them from him and give the Mazte to Rother.
6. Inform Clerk in the Harbor Offices there's no reason to continue holding Rother Nerevyn's cargo.
7. Tell Rother Nerevyn the good news and receive your reward.

10		I met a gloomy Indoril oathman in the Harbor Offices of Old Ebonheart. His cargo has been unfairly confiscated. Rother Nerevyn asked me to talk to Porcilla Dythos about it.
20		Porcilla Dythos claims Rother Nerevyn's shipping manifest failed to include three extra bottles of Mazte contained in the cargo. The Census and Excise Office impounded it until a more thorough inspection can be completed. I should inform Rother Nerevyn of this.
25		Rother Nerevyn lost his temper, and attacked a guard in the Census and Excise office. He doesn't seem to require my help anymore.
30		Rother Nerevyn believes Ragosh gro-Matog can help correcting the error in the shipping manifest. He asked me to speak with him about the extra three bottles of mazte. Ragosh can be found in the Harbor Offices.
40		I made the extra three bottles of mazte disappear. I should inform Porcilla Dythos there's no reason to continue holding Rother Nerevyn's cargo.
50		Porcilla Dythos has released Rother Nerevyn's cargo from impoundment. I should go tell him the good news!
60	Finishes quest	Rother Nerevyn was very happy to have his cargo back. He's given me some gold as a reward, and my reputation within House Indoril has improved.
