If you sent Garash gro-Vivec to challenge a Shrine of Malacath during the events of A Troublesome Orc, then you will encounter him at Hummurushtapi and be able to recruit him to join the Andothren Temple.
Ravur Othravel will disapprove of killing most of these groups, with the exception of the vampires.

I spoke to an Orc at a Daedric shrine in the Armun Ashlands. He swore his people do not harm unarmed travelers, and suggested bandits may have taken up residence in the ruins to the east. Perhaps they are responsible for the death of a pilgrim.

Nalvs Andolin seemed glad that I returned from my expedition to the Armun Ashland, having made the presence of the Temple felt in the area, even if we might never be sure if we caught the pilgrim's killer.
After fighting alongside him to defeat Malacath's cultists, I invited Garash gro-Vivec, the troublesome Orc of Bodrum, to join the Temple in Andothren.
