Speak to Kamlen at the Chapel of Kynareth in Helnim on the topic of errand, following your completion of The Wealthy Widower. It seems that a resident of Tel Gilan, the nearby Telvanni tower, has converted to the Imperial Cult. This is an action that has drawn the ire of the xenophobic Telvanni. Misinath Ulvam, the convert, is now scared to travel into Helnim, for fear of being attacked. Kamlen wishes you to go to Tel Gilan and speak to Misinath, in order to collect the donations he has promised.
You will find Misinath in his house in Tel Gilan, just east of Helnim itself. Ask him about Misinath Ulvam to get his story. He is, in short, happy to give you his donation on one condition - that you retrieve his copy of For my Gods and Emperor, which has been taken from him by the guards of Tel Gilan. The easiest (or at least, most legal) way to get this book is simply to return to the Chapel of Kynareth in Helnim and ask the priests (e.g. Cantorius Tramel) about it. You will receive a free copy, and will be able to return it to Misinath post-haste.
Misinath will be relieved at receiving the book, and will pass to you 25 gold to relay to the Chapel. Return now to Kamlen to give him the donation and complete the quest. He will reward you with a copy of the Speechcraft Skill Book, Biography of the Wolf Queen.
