I've dug up the information you requested on the two bandits that crossed you. A trail of clues given by people at the Docks eventually lead me to a hole in the ground with a locked cover and guarded by a lone guard.
Oddly enough, he wasn't like the rest. He seemed to be the only bandit wearing armor and prepared for combat.
The handful of other bandits, two of which were barely clothed and matching the profiles you gave, went in and out a few times carrying various supplies. Strange individuals, indeed, but that's none of my business, so to the point!
You'll find the cover located on a small island north-east of Solitude. There's a vessel docked near it, should help narrow it down for you. I believe it's called "Dainty Sload".
The barkeep said you'd wandered off... a good thing I requested payment prior to getting my hands dirty.
