Deal with some weird people that have been bothering the residents of Haimtír.
Travel to Briagmar Mine, northwest of Haimtír. You can find it by travelling along the northwest road out of Haimtír and continue going northwest as the road curves south.
Either kill the Namira cultists and return to Farkon or talk with Verina.
Verina will send you to kill Rilor Draan who you can find in his house in the northwest corner of Karthwasten.
Either kill Rilor or accept his offer to kill the 'weird people' back in Briagmar Mine.
Return to whoever you didn't kill for your reward (Verina will give you the Noxious Shortsword) and then return to Farkon to finish the quest for a gold reward.
The following Journal ID and Index codes can be used with the Journalconsole command to manually update the quest to a certain point.
