Talk to Darj the Hunter at Fort Zeren if you completed Zeren in Peril. If you completed Breaking the Tide instead, speak to Centurion Mobareed at the Bal Foyen Dockyards.

You need to go to Davon's Watch and report to the local commander Holgunn. When you approach him, Holgunn wonders:

"Have you come from Bal Foyen? What news do you have?"

Tell him that you have managed to repel the Covenant attack there and ask whether the signal fires worked. Holgunn replies that they did indeed work and that Davon's Watch has been able to prepare for fighting the Covenant, all thanks to your warning. He gives you some gold as a reward and asks you to help him stop the Covenant invasion to the city.
