Vosh Rakh Conjurers are Orcs mages of the Vosh Rakh encountered during the gauntlet in the Chambers of Loyalty. They can be found on upper platforms in the gauntlet room. They will constantly summon ice meteors that crash down into various spots of the room.
If hit by one, you receive moderate frost damage, are launched backwards and slowed down, with a good chance of you getting knocked down to the bottom of the area. Killing all of the conjurers will make the meteors stop for a time until the conjurers respawn.
