This is a connecting quest. Thane Mera Stormcloak tells you that a runner arrived from Fort Morvunskar, an installation to the South-West. She believes that Fildgor's forces have launched an attack against the fort. The quest begins when you tell Thane Mera Stormcloak that you will talk to Captain Hamar. Travel along the road southeast to find Captain Hamar camped outside Fort Morvunskar. He doesn't think much of you but will take any help he can get.
