You will need to get kindlepitch from her so you can light the signal fires.

"Looking for rations?
Keep on going down the river, friend. Everything here is spoken for."
The Covenant has attacked. I need kindlepitch to light the signal fires.
"Raiders? In Bal Foyen? Take the kindlepitch. Warn the Watch.
You are sun-blessed for telling me. Have you spoken with Urona at the fort already?"
She's the one who sent me to you.
"Xuth, she's a crafty one! Very well. Consider the docks on alert.
If you're going to light the fires, I can help you get there. Follow me, sun on my scales."
All right.

She begins to lead you somewhere.

Quartermaster Lineem: "We go now to a secret passage. It is, really, a storage tunnel. But today, it is a secret from the Covenant."

Speaking to her while following her:

"Come along. Not time to waste.
Follow me. Secret passage."

Speaking to her at the entrance:

"Here's the entrance. This will take you right to the signal fires."

If you went inside and backtrack to her before heading up:

"Did you make it through? The passage leads directly to the signal fires."

If you got past the tunnel and before you light any fires:

"Were you able to light the fires? That's the only way to warn Davon's Watch."

Needs to be verified as she didn't speak the last line below, could be deprecated Speaking to her again before lighting the fires:

"Did you make it to the signal fires?"

Breaking the Tide / Zeren in PerilEdit

She will survive if you completed either quest and is glad Davon's Watch was warned in time:

"I'm glad someone warned Davon's Watch. I just hope it was soon enough."
