Exarch Arnoth is a Breton and a high-ranking member of the Scaled Court found in the ruins of Skyreach Hold.
During combat, he summons Power Orbs, glowing orbs of nirncrux energy that must be destroyed before they reach him to prevent him from healing and progressing the nirncrux build-up.

If Arnoth becomes empowered enough via the orbs, the nirncrux takes him over and turns him feral. He will no longer use his staff abilities, focusing on a more simple set of attacks, which deal much higher direct damage however.

Mage StanceEdit
- Flare
- Basic ranged attack dealing high flame damage.
- Fire Rune
- Exarch Arnoth shoots out four fireballs from his staff into the air, which then land on the floor of the arena. These form large circular AoEs that linger for a long time, enough to still linger on as he casts another four, quickly filling the arena with fire, dealing high continuous fire damage.
- Impending Storm
- Exarch Arnoth uses a modified version of the time bomb mage ability. This version will home directly on you instead of landing at a specific location, and so must be either dodged or block to avoid its very high magical damage.
- Summon Power Orb
- Throughout the fight, power orbs will appear from the water around the arena and slowly travel to Exarch Arnoth. If they reach him, he is healed slightly and it increases his nirncrux empowerement build-up. If enough orbs reach him, he transitions into his feral state.

- Exarch Arnoth swipes at you, dealing high physical damage.
- Rending Slash
- Exarch Arnoth performs a heavy swipe that deals very high physical damage and causes you to bleed over 5 seconds dealing high bleed damage over time.
- Flurry
- Exarch Arnoth performs a series of quick swipes that each deal very high physical damage in a cone in front of itself.

He can be first seen as a projection, talking to Nathrasa Shimmerscale before he disappears.
- Exarch Arnoth: "I found it! The source lies deeper inside the ruins. The Nedes truly knew more about this element than anyone alive today."
- Nathrasa Shimmerscale: "Excellent! I'll inform Regent Cassipia at once."
- Exarch Arnoth: "Not yet. Not until I have something tangible to share with Regent Cassipia."
- Nathrasa Shimmerscale: "We have visitors, Exarch Arnoth."
- Exarch Arnoth: "I have experiments to conduct. Deal with our uninvited guests as you see fit."
- Nathrasa Shimmerscale: "As you command, Exarch Arnoth."
In the final room of Skyreach Hold, he is performing experiments with Nirncrux.
- Exarch Arnoth: "What useless fools Regent Cassipia has saddled me with. None of them were able to stop you, were they? Very well. Let's test my newfound power!"
- Exarch Arnoth: "I hold in my hands the power of creation! And what can create, can also destroy."
- Exarch Arnoth: "Like the Celestials before me, I was mortal and am now something more. Regent Cassipia be damned! I will provide all the power the Serpent needs!"
- Exarch Arnoth: "You have failed. The lifeblood of Nirn flows through me. Immeasurable. Uncontrollable. I am becoming … more!"
