The Covenant Captain is a member of the Daggerfall Covenant leading the invasion force of the Stonefalls. She can be seen on the ship she's commanding before being slaughtered by Balreth after he has been summoned.

After you enter the portal that Tanval Indoril conjured up, you will be on the ship to see Balreth killing off the Covenant crew despite their failed attempts at defending:
