Ashwina is a Redguard of the Dark Brotherhood. She can be encountered in Bloodrun Cave where she will be backing up Elam Drals when you confront him, along with Faurirwen. When cultists from the Order of the Waking Flame begin attacking, Elam will order Ashwina to go and secure the sanctuary.
