Detailed WalkthroughEdit
Meeting Senillus TulnusEdit
Senillus Tulnus, Commander of the knightly Order of Firewatch, stands by the Duchess in the Great Hall of Firewatch's Ember Keep. He is friendly on your approach, welcoming you to the city, but mentions in passing the Drakelight Beacon. Asking him about it however will prompt him to reference something that clearly distresses him.
"A wonder, isn't it? The Beacon has stood for over a century, a symbol of the Empire's endurance, our aspirations, our mission for Tamriel. It has been the honor of my life to serve the Beacon as Commander of the Order of Firewatch. We are its custodians in fact and in spirit, and we strive every day to embody the virtues the Beacon represents. Tenacity. Guidance. Vigilance. We must not fail. And yet, we have. This matter of the Brazen Maiden reflects ill on us all."
Ask Senillus about the Brazen Maiden. He will pass you a note, titled Directions to the Commission. It's no such thing. Reading it reveals that Senillus wishes to speak to you atop the Drakelight Beacon in one hour.
The Drakelight Beacon is the tall tower outside of the Ember Keep. Allow an hour to pass (your journal will update) and then climb up a comically long spiral staircase, all the way to the top. Senillus waits there, and asking him about the Brazen Maiden reveals all the details. Apparently the Order of Firewatch is accused of negligence, and the Brazen Maiden (a ship) ran aground as a result. Senillus is unwilling to take the hit to the Order's reputation, and wants to make sure that it is not found guilty in the case. If you agree to assist him in this, Senillus will give you the final part of your briefing - to speak to the various parties involved.

Willam RilardEdit
Willam Rilard is the Imperial Magistrate, and can be found in the Imperial Commission, accessible via the Ember Keep's Great Hall. Ask him about Drakelight Beacon and Bidsi Vidryon. It is clear he is currently set on finding the Order responsible.
Bidsi VidryonEdit
Bidsi Vidryon can be found on her ship, the Brazen Maiden, in Firewatch's Harbor. She'll greet you as you come aboard. Ask her about the Drakelight Beacon to get her side of the tale.
Daranith & DaranithEdit
Goren and Harminia Daranith maintain an office on the street that runs between Firewatch's north and south gates. It's Goren Daranith who's handling the Brazen Maiden case. Ask him about Drakelight Beacon and Bidsi Vidryon to get his legal argument.
Helrus JeralEdit
Helrus Jeral is the knight who was on duty on the night of the event. He's present on the ground floor of the Drakelight Beacon. Ask him about the Brazen Maiden. His testimony differs slightly depending on his disposition. At 70+, he will confess to having been away from his post. Yet this makes little difference to your report to Senillos Tulnus.
Digging up the DirtEdit
If no more than a few hours have passed, Senillos will be waiting on top of the Drakelight Beacon, and will ask for your report. If too much time has passed, he will be back in the Great Hall. You'll need to speak to him once more about the Brazen Maiden, wait an hour, and then meet him atop the Drakelight Beacon. Give your report to him, and he will request for your help again. You can decline to help further, completing the quest and claiming 100 gold for your trouble.
Or, you can agree to assist, in which case you'll need to return to the Brazen Maiden. Bidsi will force greet you as you approach, and when you say you wish to have a look around, will demand that you present a warrant first. You can simply ignore this warning, and proceed to search the ship. However, if you wish to do things above board, speak to Jeande Beluel about the Brazen Maiden in the Census and Excise office, on the docks. He'll provide a warrant (Search Warrant: Brazen Maiden) if he has 75+ disposition or more. You can show this to Bidsi, who will then grant you her permission to search the ship.
What you're looking for is on the lowest deck: Dwarven goods sit within a crate next to the candle. Open it to receive a journal update. If he is still alive, you will be greeted by a crewman, Udrasi Edram, as you pass. He will offer you a pair of Dwemer Pauldrons if you promise not to tell the authorities about the Brazen Maiden's illicit trade. If you accept, go to Senillos Tulnus and tell him that no contraband could be found - he will be heartbroken, but still reward you with 400 gold for your time. Then return to Udrasi for your reward of Dwemer Pauldrons.
If however you decline Udrasi's offer, he will attack, and you will need to fight your way out of the lowest deck. Bidsi, if challenged, will deny all knowledge of the smuggling. Return to Senillos Tulnos to report that the ship was carrying contraband. He will award you with 400 gold and a Duchess' Guard Silver Cuirass, being ecstatic that you have saved the reputation of his order.
