Nelyn Fathis is a Dark Elf Mage who appears outside of his shack while the quest, The Voice to Calm Me Down, is active. Once a mute mer who provided healing services to the people of nearby Sailen, he has lately taken to attacking passers-by. Sailen's hetman, Veradul Delvas, will ask you to look into his wellbeing.
Although hostile on your approach, Nelyn can be calmed via magical means. It transpires that he was cursed by a now-dead witch named Ilmeni, who took his voice. While said voice can be restored, his hostile attitude remains - and he can profess an allegiance to Mehrunes Dagon, shortly before attacking. If you yourself do not kill him, Sailen's hetman will execute him for heresy.
