Hjaskar the Sharp is a Nord Rogue, and the subject of the Fighters Guild quest Hjaskar's Debt. In this, Neras Hardil will send you to collect the money owed by the wily Nord:
"Recently, a local thug called Hjaskar the Sharp borrowed 500 drakes from our client. He has, however, refused to pay it back, and is weeks overdue."
Hjaskar however will prove to have other ideas - claiming that his costs would be covered by Tholer Andas, the Hlaalu Councillor of Andothren himself. Depending on your own rank with House Hlaalu, you may be able to rubbish the claim, or else browbeat the Nord into paying what he owes in any case.
Regardless, the conversation about his debt is the last you will ever have with the Nord - for he will skip town as soon as you leave the vicinity.
