Garvs Ovav is a Dunmer farmer who, although normally resident at Garvs and Fedura Ovav's Shack, has come to Dondril following the death of his daughter, Fedura Ovav. He seeks a priest who can carry out the proper cremation services, and you will be sent to assist him as part of the Tribunal Temple questline in Almas Thirr.
Garvs and Fedura have not been welcome in Dondril for quite some time. Rumors persist of strange happenings at the ruins near their property, and the elected hetman insists on Fedura's remains being subjected to a cleansing ritual before burial. This is something that Garvs, whether out of pride or guilt, is highly reluctant to allow.
"Filthy hetman, disrespecting my family by requesting a cleansing ritual. We have commited no crimes. I refuse."
He may ultimately be turned over to the inquisitors of the Temple towards the end of the quest for this suspicious refusal. Alternatively, you can persuade the hetman to welcome Garvs back into Dondril once more.

- Garvs' body can appear drifting in the water outside of Almas Thirr - this is presumably a result of him being executed for heresy, if found guilty of it.
