1. Speak to Telyn Vedrith at his clothier shop in Firewatch.
2. Ask about Fedrin Adlan and answer "I agree".
3. Use Telyn's Reagent on the chest of Fedrin Adlan's clothes (pictured).
4. Return to Telyn for your reward.
