Lady Wya Barettius is an Imperial Noble and the unhappy wife of Big Buc Barettius. She can be found in the Abecette in Anvil in the spectators' area of the Fight Pit. During Three Perfect Strangers, Buc will send you to find her.
It turns that Wya isn't in the pit for the fights, but to contract the services of a Wood Elf named Targorn in murdering her husband. Wya explains that she has been driven to such extremes by his behavior, and for fear of what he might do if she tried to leave him the "proper" way. You can either choose to help her and Targorn in killing him - making her a "free woman", or insist that she returns to him and abandons the assassination. If you choose the latter, you will need to kill Targorn before Wya angrily accompanies you back to her life with Buc.
