Sharli is a Redguard Commoner and the harbormaster of Charach. The recent wreck of the Emperor Cassynder so close to Stirk has caught her attention, and she believes that certain items may still be salvagable for the cargo.
Sharli's interest is explained in part by her suspicions that a man named Theseus Caperno was using the Emperor Cassynder for smuggling, and she will happily take any evidence proving this into custody while she prepares to bring him to trial.
