It seems this area has been properly sealed off with one of the recent updates, probably Homestead. This impacts skyshards, a bunch of achievements, and even One Tamriel, so it might be worth dissipating this new info to the relevant pages. —Legoless (talk) 22:38, 9 June 2017 (UTC)
