The Boatmaster is the ghost of a Dunmer, bound to serve the students of Shad Astula. He provides transport between Mournhold and Shad Astula once you obtain the necessary invitation.

Prior to starting the quest, he'll tell you:

"What do you want? Do you have an invitation?
No invitation, no passage."

He will emphasize that to get passage to Shad Astula, you need to have an invitation:

"Must I repeat myself? This vessel is only for those who have been invited to attend the Shad Astula Academy of Magic.
I'll bet you have a spare invitation to the school.
"Where do you suppose I'd keep it? I'm a ghost—we don't have pockets.
I'd insist you pay up on that wager, but I've got no use for your coins neither."
I just want to visit the school.
"No invitation, no boat ride. Those're the rules.
Go talk to the new students. Maybe they can explain things so that even you can understand"
You're a ghost. How can you be a boatmaster?
"Because the Academy couldn't find a living person who could tolerate rowing spoiled mages-in-training back and forth all day long.
Plus, I owe the Academy a debt I won't be able to repay in a hundred lifetimes. So here I am."

Returning to him with an invitation:

I have an invitation.
Or you can also respond to his answer of being a ghost with:
Ah. I see. Can we go to the school now?

Either way, he'll respond with:

"Yes, yes, you're something special. Come aboard and prepare yourself to enter a realm of wondrous magic and magical wonders.
Now sit down and hold on, Your Majesty."

If you want to return to Mournhold when you're at Shad Astula:

"If you want to return to Mournhold, just let me know. I exist on this plane to serve."
I'd like to sail to Mournhold.
"You got it, Your Majesty."

Asking to be ferried to Shad Astula after gaining access to the school:

"I exist to serve. I can ferry you to Shad Astula whenever you are ready."
