Ratway Bandits are the former residents of the Riften Ratway, who met their unfortunate ends at the hands of the vampires now lurking there, being fed on by decomposers.
Very few bandits can be encountered alive, with some being seen right before being killed by the vampires, and others cowering from vampires that can be saved by killing their captors.
