Before the related quest, she'll greet you with a complaint about the state of Cyrodiil.

Once you leave the tavern, you'll hear her beckon you over.
- Paints-the-Sky: "Over here. I know what Talmo wants. But I have an alternative proposal."
Speak to her to find out what the proposal is.
- "I know Talmo wants his banner back, but I have a proposal for you."
- Let's hear it.
- "If you find his banner, burn it. I'm certain he's an Altmer spy. He wants Vlastarus to declare openly for the Dominion, making us a target for everyone else. He and his Aldmeri banner are a danger to everyone here."
- I'll keep that in mind.
After she tells you to burn the banner, her greeting will change.
- "That banner has no place in Vlastarus. You know what you need to do."
If you return with the banner burned, you'll report your success to her.
- "You smell of ashes. Does that mean you burned Talmo's banner?"
- Yes.
- "By the Egg, that will show the pompous Elf. Vlastarus will never fly Dominion colors!"
If you return to the town with the banner in hand, her greeting will switch.
- "I see Talmo's Aldmeri banner. I hoped you would destroy it."
Upon completion on Talmo's side of the quest, her greeting will change:
- "Why would you return Talmo's banner to him? Dominion heraldry has no place in Vlastarus."
Upon completion on her side of the quest, her greeting will change.
- "If bigots like Talmo had their way, we would all be speaking Altmer."
