Approach him and you'll hear him say:

"The hearts of Dunmer are as dry as their lands."

Speak to him and he'll elaborate:

"Stranger, you've picked a bad time to visit Senie.
The volcano's burning up the town! You'd think these thick-headed louts would accept some help."
Who doesn't want help?
"These pissant Dunmer!
I know an Argonian named Soft-Scale who can make a salve to soothe the injured, but Spellwright Girvas won't work with him or any Argonian."
Why?
"Because he's the most stubborn creature you'll ever meet. He needs to see these Argonians are on his side.
If you want to help, Soft-Scale needs shalk chitin for his salve. Kill them and take the chitin to the Argonian. He's somewhere in town."
That shouldn't be a problem.

You can ask him further questions:

"Once you've got the chitin, look for Soft-Scale in the temple."
Why are the Dunmer and Argonians arguing?
"Bad blood. I thought everyone knew that.
Back before the Ebonheart Pact was formed, Dark Elves enslaved Argonians. They raided the Black Marsh and brought the captives up here to work."
The Argonians must still resent that.
"Sure, but the bigger problem is the Dunmer. They used to be lords and masters until the Pact was formed.
Now all of the sudden, the Argonians are free and everyone is equal."
So the former slaveholders are having trouble adjusting.
"Ha! Spoken like a courtier. You know, just saying everyone is friends doesn't make it so.
Forming the Pact was a battle, and there are still many sides to it."

If you collected the chitin and before seeing Soft-Scales:

"Do you have enough shalk chitin?
See Soft-Scale in the temple. He knows what to do with it."

After delivering the chitin, he'll say:

"I hope Soft-Scale's balm worked.
If you could get these Dunmer and Argonians to trust each other, I'd buy you a flagon of mead, if this place had any."

After you spoke to Walks-in-Ash before finding Morvani, he will comment:

"That mad Telvanni thinks the Argonians took his daughter?
As my father used to say, Girvas is walking on thin ice in spring."

After the quest:

"Back in Skyrim, mountains know their place. They don't explode and endanger our daughters. Pfah!"
