Registrar Seleth is a Dark Elf official in Mournhold. He appears after you helped Rigurt with his diplomatic mission in Mournhold. The registrar will later appear again as Del Seleth in Windhelm, serving as the assistant of Rigurt.

Rigurt and his men will don the colorful garb you received from Iirila Maleran, though this doesn't improve his chances of getting past the registrar:

Rigurt the Brash: "All right, lads—time to don our fancy new Elf clothes!"
Registrar Seleth: "Envoy Rigurt, I regret to inform you that you'll need to wait a few more days."

Rigurt and his troupe will walk off with the registrar on their heels:

Rigurt the Brash: "Trolls take you, registrar! Bah! We go home now."
Registrar Seleth: "No! Wait, you can't leave. It's highly irregular—think of the paperwork!"

Del was tasked with retrieving the fancy clothes Rigurt received in Mournhold from his vault at Windhelm's bank, you will find him in a shed in the northwest part of the city, looking into a pile of hay as it is very clear he does not want Rigurt to wear the Dunmer outfit due to potential embarrassment:

"What indignity! What utter ….
What? Who are you? Leave me alone. I'm not doing anything."
Rigurt sent me to retrieve his cultural garb.
"Oh, such embarassment [sic] and folly!
It's a horror perpetrated against the dignity of Dunmer culture."
What are you talking about? Where are the clothes?
"I'm talking about the clothes! These rags ... they're a horrendous joke, and Rigurt plans to meet the ambassador wearing them! It's an incident in the making!
I will not have it! I'm doing Rigurt a favor."
Fine. If you won't help me, I'll find the clothes myself.

Speaking to him again:

"You'll never find those clothes without me. I've hidden them too well."

Once you find the clothes:

"I've had enough of this pit of Oblivion. Going home."
